"Rolling Blackout Blues" came out of a period in 2000 in California where the entire state was experiencing electrical rolling blackouts. Politicians pointed fingers and news stations talked it up, while people struggled to understand just what was going on. This song poked fun at the situation. The governor at the time was Gray Davis, and he is mentioned towards the end of the song.
